Starting to lag in EVERYTHING!!

Okay so I am starting to get pissed off here. Just about a week ago I started to lag in EVERY online game I am in. BLR, BF3, L4D, etc. My Ping in these games is around 50ms but in BF3 people will stop moving or ice skating, L4D teleports, BLR bullet lag, etc. I have no idea what it is. My download is around 80mb and upload is around 12mb with a 12ms ping. This just happened randomly. All my hardware is fine.

The only program I have open when gaming is Skype, and closing it does not help. I have COX communications fastest service.

Fixed it. COX had an account mix up. They switched my account to a business account which would explain the low download but 20-30mb upload. All fixed now.
