If the leak is accurate, the 560 is like the 460 that was limited to China release with the higher core count.

Apparently this is running on the 3rd gen "LPC" FinFET process. Low Power Compact. So it was running on 2nd gen LPP before, but now this new version just offers cheaper production and iirc slightly better power consumption. No performance benefits.
