RX 480 + Ryzen 1700X Stuttering

I remember when I used to buy pre-built systems, I knew nothing about PC's. Like a lot of people I just selected the best configuration I could afford and ordered it from a company like Cyberpower. I didn't think about how it was built or what was in it, so whenever a problem arose I didn't know what to do and would contact support or phone my brother. This was back in the GTX 8800 days when I was playing Far Cry 2 on a crappy 4:1 HP monitor. I had waited to play that game for almost two years and when I finally had a system that could run it I played it all the time. But every now and again the game would lag hard and was unplayable—but only some of the time. I spent ages trying to figure it out. Basically after a few weeks of frustration I discovered a program Cyberpower had installed on the system that periodically was running in the background. I don't remember what the program was, but I have a vague recollection it was to do with a charity or research. Anyway, I noticed that whenever the program did not boot with Windows, performance was smooth. I removed the program and it was buttery smooth for days. Stupid n00b mistake, but I learned. Back then I did not have an Internet connection to Google (or Yahoo at the time) answers. I just had to keep messing about until I fixed the problem.

Kinda sounds like that Folding@Home thing. Bit stupid of them installing it without you knowing though. Back in those days I used to look up any solutions at school on their computers, print it off and give it a try because I had internet at home but it was Dialup and my mum pretty much never let me use it, The amount of times I have reinstalled Windows 98 and Windows XP because I couldn't find a solution is insane

Yeah, it might have been, but it doesn't make sense for them to install it. I also don't remember it being such a memorable program name. Folding@Home, as soon as I learned about it a few years ago stuck in my memory forever.

I barely ever reinstalled Windows back then. I always felt frightened I'd never get Windows functioning again if I did. I was so daft. :p I still have a silly fear of reinstalling Windows now, but I at least do it—though usually as a last resort.

I was daft in the sense of I just did whatever and said "oh c*ck" when it went wrong which explains why one of my old rigs went up in smoke as well as my reaction

I always carry caution when doing a new Windows install, I've had a few times when the install image has a couple of corrupt bits which ruined it, luckily I have a Ubuntu live disc to save me whenever I need it

I haven't done this but just want to say, dude THANK YOU. :D

I read your post and immediately thought about any conflicting background processes and decided to boot with everything disabled and the newest driver now works perfectly! Just finished more testing and it turns out F.Lux is causing it, a problem I've never had before so it never crossed my mind.

Thank you everyone for helping, really do appeciate it and respect to all of you :)

Ah yes F.Lux is known to cause issues.. I keep forgetting since I stopped using it due to this problem.
