I got it from an webstore that has alot of components on display (they exualy do i have bin there) and it was an display item. It does not seem to be throttling since when i play battelfield 4 on high settings it gets around 40/70 fps on eyefinity. The temps are around 80 decrees. I have noticed some wierd jumps with the usage of the gpu. When i play minecraft or borderlands it seems to jump from 100% to something like 20% 80% 10% and it will stay at 10% for a long time. It just seems to jump around randomly.

It shouldn't throttle that much, as I said before though the DCU2 doesn't throttle the clockspeed and 80*c is a good temp, it's not high for a DCU2. Throttling doesn't happen unless you go over 95*c anyway.
Something isn't right though, there is either something wrong with the card or something else in your PC, your GPU usage shouldn't be doing what you are saying.
