There is no contradiction here. The articles you have linked to suggest that the DX11 version performs better than the DX12 version. No one has said otherwise.

The game still runs terribly on PC. Requiring a GTX 1080 to run at 60+fps @1080p is ridiculous!

The game looks good but doesn't look THAT good that it merits the shoddy performance IMO.

This is surely a case of bad optimization... they are having no regard for pc gamers, for the game performs better in a damn apu than in a gpu that cost almost as much as the entire console (refering to sub 300€ cards obviously)... it's just ridiculous...
