No if it's got no voltage options you are kinda stuck. Depending what chip he has (C0 or E0) Should be able to get to around 3.2GHz on stock voltage.

Probably best off buying a cheap second-hand mobo.

Thanks not sure what version it is but a better motherboard may be the way to go. He did not seem to get anywhere past stock speed I remember having the same chip when i was not so up on overclocking and had the same issue, would not overclock at all that is why i asked is there any specific thing to be disabled/enabled or should it be easy to get a mild overclock.
 
You can pick up some similarly spec'd Gigabyte mobos from the likes of Aria for £30 orso and they can oc well.

Thing with many of these mobos is that they're not designed for enthusiasts but as kind of a 1 step up from an OEM mobo you'd get in... a HP or Dell.

Now.. before you scuttle the thing, some of these have "hidden" bios menus. I've come accross some where you press something like ctrl-F1 and an oc menu expands to include some extra funky items to play with.

I don't know the MSI one you're talking about, but google for hidden bios menus and see what happens. Sometimes a different bios can be flashed to them to give extra options, not always latest bioses.
