Possibly running out of power?

Hi there guys,

When I try and push my rig over 4.0ghz, I find my CPU Multiplier dropping down to like 6 after a few minutes of Prime95 Load, temps are well within the thermal limits, and I'm pretty sure I've opened up all the taps on the motherboard.

I have the following:-

i7 2600k
MSI Z68A-GD80 G3
16gb 1600mhz Vengeance LP
XFX 7970
2 x 120gb Mushkin Chronos in Raid 0
1 x Samsung 1TB F3
Silverstone FT-02
Noctua NH-D14
1 x Sony DVD Writer
Couple of usb devices that need power
Corsair HX620W

Does anyone think I'm pushing the limits of the PSU and that's what's making the board throttle down as it's not getting enough power to maintain the OC?

most likely pushing the psu while it should work fine for stock or moderate oc the HX620 only has 50amps on 3 12v rails without looking at the schematics on how it spreads it out other than 3 12v 18amp rails. most will agree having a single 12v rail makes things easier to see. Also I noticed you say 16gb of vengance memory but not its layout. ie 2x8gb or 4x4gb which could also have an impact on power draw.

but my guess is yeah you need a tad moar powa
 
Sorry guys, it's 4x4gb for the memory.

And basically what happens is when I push to say 4.6ghz (46x100) at 1.35v, IntelBurnTest starts off slowly, and the power draw in HWMonitor shows around 90W, but when IBT really kicks in, the power draw goes up to 116W~ and then the cpu drops it's multiplier by 6, back down to 40 and sometimes down to 39.

It seems like it's hitting some sort of barrier. Now I know there's some power draw settings in the bios of the GD80 G3, but I've put them to max and it still does it.
