That is weird. - Id disconnect one fan at a time and see what youre left with. If all the fans are then off and none spin. Max the phantom fan out and try and work out what it is that way.

Ok mate done it took the front, back and the fans on h115i off line so to speak and yet the phantom fan was still going and keeping the cpu temps down so i unplugged the wire from the block to the cpu header and then it stopped so the only thing i can think off is there possible a small fan in the corsair cpu block aswell but there cant be you would known if there was

Yea it could be a bug but the speed can be changed

My Corsair Vengeance LED's I can set to static or pulse - But doesn't really effect the memorys themselves on the motherboard. Hence the software ain't perfect, maybe the same thing in your case?.

Unplugged what wire from the block? There are a few.

You need to be more specific fella and remember we are not there with you.

As you know there are 3 wires coming out the h115i the cpu fan pin header the sata power & the dual wire for the fans on the rad i unplugged the cpu pin header and only then it stops reading the phantom fan

It wouldnt be the PSU fan being misreported would it?

I dont have experience with Link but I assume the usb cable from psu to usb slot is for psu info?
