overclocking question?

Hello! I have overclocked my recently built rig to 4.6. when I look at CPU-Z my clock is not stable at 4.6 and fluxuates drastically. While running prime 95 stable at 4.6, and highest core temp at 76C. voltage at 1.356 v.

Disable EIST in the bios, EIST basically throttles down the cpu when it is at idle/hardly used, and then when it is at load it put it back up.

How do you mean it fluctuates?
Down to 1.6ghz?
Or very minor like 0.1mhz or so?

Chances are it's EIST.
That's normal - and you can disable it in the BIOS.

It automatically goes up when under load.
