Odd issue with Z77/3570K

First, let me start by saying that I have seen TTL's 1155 overclocking guide. I followed it and got a stable overclock of 4.1 GHz at 1.24V before my temperatures started climbing beyond what I was comfortable with, and decided that a cooling upgrade was in order. I took the build apart and installed it into a new case, with a custom liquid cooling system. While I was at it, I also took the opportunity to install a larger kit of faster RAM. Now that I've got the system back up and running, I attempted to overclock it, following the guide again. I got as far as setting my RAM timings, setting LLC, and setting it at a fixed, stock, voltage. Once I tried to boot into Windows after that, I started running into my particular issue.

My system clears post and loads Windows without issue, but as soon as Windows loads, I lose power to all of my USB devices and they go unresponsive. I shut off the computer from the power button and restarted only to have the same thing happen twice more. The USB devices all recieve power and light up during POST, but go dark once Windows loads. I didn't think to check if my keyboard would respond in BIOS before I used the clear CMOS button. After that, I have had no issues running on the default settings. Does anyone have an idea of what would be causing me to lose power to my USB devices?

For reference, my system consists of a Gigabyte Z77X-UD5H motherboard, Core i5 3570K with an XSPC Raystorm, 4x4GB of Corsair Dominator DDR3 1866 9-10-9 27, two MSI GTX 670s with XSPC full cover blocks, a D5 Vario set at 3/5, 360mm and 240mm Alphacool Monsta rads with 2150RPM Gentle Typhoons, and a Corsair AX750.

Shoot, I just realized I posted this in the wrong board. Is there any way to get it moved to the processor overclocking board?

what kind of temperatures were you getting before any overclocking?
what temperature is comfortable to you? overclocked?

do you have win7 or win8?
if windows 7 have you updated to SR1?

motherboard related would be updated BIOS (F14) there are two Beta files, i'd stick
to the mainstream for now and from the giggy website:

I can't remember what my idle temps were like on air, but I was getting ~77 degrees on load with my overclock. On water, I'm idling below 35 degrees, and hitting ~69 degrees on load, while on completely stock settings. I didn't even get a chance to start increasing my clock before I started hitting this issue, just setting up basic settings.
Comfortable temperature to me is staying below 80 degrees.

I'm running Windows 7, and have all available updates installed including SP1.

I haven't bothered with updating my BIOS, my board is still on F7. I'll look for a thumb drive and give the latest version a try right now, but I did manage a small clock increase on air while still on this same BIOS version and never had this issue.
 
Well I got the latest BIOS installed, and once I did, the USB power issue started showing up on default settings as well. Here's the kicker though: The issue went away once I unplugged my newly installed wired Xbox 360 controller. Since disconnecting it, my computer's been running fine and I'm starting to experiment and crank up my clocks. Next time I need to use the controller, I'll plug it in through a powered hub and hope that's enough to get it working properly.
