OCZ PowerStream 520w PSU

This PSU comes with adjustable rails. The little reading I've done on adjusting the rails suggests the all rail adjustments are to be done under full load. Can someone provide me with a link that explains the rail adjustment process in great detail?

I take it I'm going to need a multimeter, right? Can I measure the 3.3v, 5V, and 12v rail from a molex? Any recommendations on a cheap reliable multimeter?
