May seem like a stupid question but are you just changing settings like we said or are you going to default settings then changing. Maybe you changed something else that shouldn't have been changed.

I suggest resetting the bios to default and go again making note of exactly what you change and where in the bios. If the problem persists then at least you can tell us everything you changed in there.
 
Right i set everything to default, and rebooted, i then changed the multiplier to 45 and the freq to 100, left the vcore to offset. but yet it is still capping at 4.1 :/

and it still doesnt work, and i dont think that you got that crap of a chip...
 
4.5 is great. That's where I have my 3770K on the P8 Z77 V deluxe. I'm guessing your around 1.25/1.275 volts? If so just leave it and enjoy. Manual/offset or not is the way to go. AI will take your Bus speed to high and could damage other components.
 
1.48v to get 4.5ghz :huh: ,thats why you get high temps when running 100% on cpu.
Could be the IMC thats having trouble handling 16gb(4x4) ram.
Try with only two sticks installed ,either in slots 1,3 or 2,4.
If you can run it at lower volts this way at 4.5ghz its time to play with vccio and vccsa voltages with all 16gb installed.
 
im just going to leave it as it is, i very rarely get to load my cpu anyway, its only when i do a stress test so. my cooling is ok, not the best in the world but meh
