That's subjective tbh. You could easily argue for the decreased power draw and extremely small form factor it performs absolutely amazing for what you are getting. You could also argue a Fury performs amazing, of which the Nano performs at about that level, which would also imply it performs great as well.
It could use only 2x8pin btw. It could just be two Nano cores. It would need to have an AIO in order to get around thermal throttling at 75C though. Don't think a good air cooler could keep it below that mark consistently enough to run at there max clocks.
I have been waiting for this - and it would be for a Mini ITX build under water so the stock cooler does not matter much to me.
On a side note then I would ASUME that Nvidia will go on 1800+ euros on this card as they KNOW that they have better GPUs than AMD. I guess the only thing would be for AMDs Fury X 2 to fight a price war as their flagship card is not as good as Nvidias 980ti.
I would say that if AMD goes -1200 on the Fury X 2 and Nvidia goes overboard (they know they can) 1800+ then I would chose the AMD.
AS I said then for me personaly then I would only buy it to have under water and for a small mini itx powerhouse.
If the 990 is fully unlocked like the 295 x2 then it will be a nice card IF the price is right AND only for mini itx builds + under water as stock coolers on dual gpu gards are allways terrible.
We all know that Nvidia will charge less than the Titan Z but more than AMDs possible Fury X 2. All though this time u will get a slight better performace and power savings from the 990.
