Yep, You can use AMD's latest Amuse software for image generation and it uses 16GB of my 7900XTX's memory during image creation, Other AI/ML workloads will use every last drop of VRAM if it's available. AI/ML workloads eat VRAM like candy.
 
Realistically Nvidia are forcing people to buy more expensive GPUs. A 1440p card with low vram forces people to get the next model up. Or drop down to 1080p and be satisfied.

It's all BS tactics Nvidia are notorious and so obviously doing these past couples generations.
