To comply with US export restrictions, Nvidia is reportedly creating a custom RTX 4090 D (Dragon) GPU for the Chinese market.

Considering the main reason for the ban is the 4090's AI capabilities I'm guessing they might disable the tensor cores.

If it's a firmware disable they are probably walking on a thin line. They'd probably need to laser out or completely remove the silicone/hardware connections.
