motherboard wont turn on

Ok, well as many of you know i've been having some problems with my system since the other week. i have just got home from being away. As usual without a CPU in it the Neo 2 it will turn on as soon as you put power to it. I have just put a brand new 3000+ in - using the HS for now, even though this time when i put power to it the fans turn slightly (good sign i think) it still doesnt turn on... IS this a bios problem or just something not working right? (i even put a stick of ram in to make sure it wasnt the fact that there wasnt any ram in it). I'm kinda stumped to whats going on :S - unless i need to use a diff psu(?) Hope someone can help me.

I dont think its a bios problem if the board doesnt power up at all, usually it'll power up but nothing else if the bios is b0rked. Have you got another psu or chip to try? Have you tried removing the battery and clearing cmos overnight?
 
well this is the other chip! i do have another (better) psu to try on it. I hadnt tried reseting the bios i dont think, so im giving that a try now.
 
ok Tried the other psu - no luck. Although with this brand new chip i am getting a standby response from the motherboard i am sure as the fans turn a bit when i put power to the psu - it just wont turn on... unless it needs load under it?
