Mini ITX RTX 2070 Pictured from Gigabyte

With only one fan and the extra cores for raytracing, shouldn't they run significantly hotter than other mini ITX cards?

The RTX2070 roughly matches the TDP/thermal output of the GTX1080 yeah, so expect thermals in the same ballpark. The RTX2080 Ti roughly doubles that under full load, which I think greatly demonstrates the disparity regarding the power of the array of RTX cores on that model vs this one. I wouldn't epect to see ray tracing cards hit mITX form factors properly till next generation (Which should come quicker than any other NVidia high end generation for many many years given the RTX2000 cards were released near the end of life of a stop-gap node and using unrefined architectural techniques). Chances are 7nm will be a bottom-to-top refresh from all companies though to improve yields but I'd expect an "RTX3060" to hit RTX2080+ levels of RT perf given what's on the table, possibly while keeping traditional shader counts static if larger FPS gains can be found by migrating to RT/ML tricks and abandoning the old methods.
