I have just asked me this question for a very long time, why doesn't Microsoft allow custom themes, boot-up screens, log-in screens, animated backgrounds etc?

And if it is because of user friendliness make an "Advanced" and a "(insert non-insulting name for noobs here)" option?
 
yes when you have 5+ programs installed, why can't they just allow custom themes instead of you have to download a replacement .dll?

Most of this you can do without programs.

custom themes - Its a pain but yo can do it threw "Control Panel\All Control Panel Items\Personalization\Window Color and Appearance" then click Advanced "Appearance setting"

boot-up screens - You can do this manually but it is easier and safer to do this using a program.

log-in screens - You can do this manually but it is easier and safer to do this using a program.

animated backgrounds - Vista did have this. You could load a video as you background, Windows 7 dose have it but it is disabled. it is a bit tricky to enable but is possible.

This is exactly what i mean!

And you cannot change how the desktop is set up and looks, just what the colors are

Ofcourse not, if they did that nobody would buy the next improved Windows, and the improved improved Windows after that, and the improved improved improved windows after that...

Though, even if they made it perfectly every time hardware would still need a new optimised OS every few years and people who care about performance would still buy new Windows OSs for the sake of the few Microsoft programs that do work well.

I didn't buy Vista, because it sucked. I bought w7 because it rocks. why wouldn't i buy w8 IF it performs better or has features that actually improve my experience

What I was trying to say is whether it's a 1% increase or 1,000,000% increase in performance, people will still buy it so Microsoft drip feed the market in tedious increments of miniscule benefit but just enough to justify upgrading

I think windows would just be more popular if they just allowed you theese different things so you didn't have to either manually replace files or download a program
