Launch bar in windows?

In TTL's "Getting ready for Orca" video, I noticed something like the launch bar in OSX sitting on his desktop, and was wondering if anyone knew what it was? (See Below)




Again, If anyone knows what this is it would be greatly appreciated.....

yes rocketdock is what is on the desktop (i'm sure of it being answered before), its pretty cool to use as well
