Jumping CPU speeds?

I have a AMD FX-6100 processor, where it is running at stock speed 3.3GHz, I don't mind that speed... but before, I had an unlocked FX-6100 that ran at 3.8GHz, stable, without any overclocking done with it... it was when I first built my PC. Now i'm running at randomly 1.4Ghz, sometimes jumps to the 3.3Ghz that I don't mind, but sometimes just shoots to 3.6GHz, which I find really random. My mobo does have EPU on it, but I don't remember ever enabling it... I heard also about C1E, no idea what that is... Any solutions in fixing it so it can stay at 3.3GHz stock? Or just retain it at 3.8GHz when I first installed the CPU?
 
EPU regulates your computers power consumption. C1E automatically regulates your CPU's multiplier to fit the situation it's in. If you want it to just stay at 3.8Ghz then just go into BIOS and make sure they are both off and do a regular OC.
 
What your motherboard is doing is normal, and is on be default. Unless you plan on overclocking and want the most stability there is no reason to turn that feature off. But if you want, just go into your mobo BIOS and disable turbo boost.
 
Well, I disabled EPU and and C1E... but now i'm having an issue where my core speed is at 1.4GHz.. at x7 multiplier and it sometimes jumps to 3.9GHz, at x19.5 multipler.. I want it to stay at x19.5 multiplier, or is that bad?

Also, my Core voltage randomly jumps back and forth whenever this occurs as well, is that good or bad?

You need to manually adjust your multiplier and CPU V-core voltage.

My default voltage is at 1.2v and it should be at x16.5 multipler, which is what I have it set at. though, my cpu still refuses to go at anything other than x7 multiplier and when it does change it only jumps to x19.5 for a millisecond.
 
Nevermind, just found out that the cool 'n' quiet setting was turned on an automatically adjusts it at x7... I did overclock my bus speeds, i need water cooling, haha.
