Truth be told, this board is quite anemic, but.....
If those two x4 slots are direct from the PCH flexi-lanes, they kind of make up for it a bit by providing the bare lanes to add cards for what you want instead of tasking those lanes permanently to USB 3.1 Type 2 or SATA, or.... Looking at it this way, and if those are flexi-lanes wired to PCIe x4 slots, this could be a quite flexible board, even if it ships anemic.
The "armor" or whatever they are calling that serves no thermal purpose, so it can be removed and painted any color(s) you want. That might be a plus in it's favor.
Steve at Gamer's Nexus seems 100% sure that it's an ECS OEM on it. I guess we'll see how the board stacks up in testing. ECS doesn't have that serious of a track record outside of server space and commodity locked-clock prebuilt PCs.
