Is safe plugging or unplugging DVI cable from monitor when pc is on?

Hello. I am testing my DVI cable,because i have random dots on screen because of cable. But i have a question. Is this safe plugging and unplugging dvi cable from monitor when pc is on ( game ) ?
 
At home I only use HDMI however at the university we have dvi monitors in our labs and last time I was doing some cable management-and was unplugging DVIs as well- I noticed that for the dvi output to be shown on the monitors I had to restart the machine..
 
So i will not damage graphic card ? By plugging or unplugging dvi cable from monitor when pc is on ( game ).

I ask because yesterday i was testing that cable and finally i know that cable is faulty.
 
Problem solved. New cable and no dots:)

I have a question last. So if yesterday i was toying with my old cable ( plugging and unplugging when game was on )its to harmful to GPU?
 
Plugging and unplugging a video cable from either your monitor or GPU is not in any way harmful to any of your components at all in any way, shape or form, and will not cause any damage to any components.
