Is H80 set to low too risky for cpu?

you see any Liquid CPU Cooler such as H80, h100 or other's always try to installed it as intake, because it needs fresh air and reduce heat 2-5 celcius better.

Thanks jackjack turned h80 to intake and ttemps dropped by 3°C
