Intel i7 7700K CPUs are starting to be sold at £330 in the UK

Can't say nobody didn't expect some form of price reduction given Ryzens pricing and hype.

Dual core to quad core is a huge difference in performance. It's noticeable in everything you do, how much smoother and responsive the OS becomes, how multitasking and alt tabbing doesn't slow you down when doing multiple things. It's a big deal. Especially for mobile where for example Dual Core Intel CPUs are trash and the quad cores are semi decent. It's a noticeable difference (this is also from experience). Sure the benefit for desktops is less compared to mobile, but if you actually plan on using those extra cores it is definitely a big jump in performance. Games is iffy as it depends, but most people use it for things outside of gaming. That's why at the prices Ryzen is at compared to this 7700k, it's a very big deal.
