i7 4790k won't overclock

I've fitted my new board and moved everything across but my cpu now won't overclock.

In my z97 gaming 7 I was able to get 4.7ghz @ 1.280 but now on my Asus maximus hero 7 I can't even get 4.6ghz stable at 1.3v

Anything above 1.3v starts to push my cpu into the mud 90's evengeance on my custom water loop

Anyone have any ideas what could be holding it back.
 
Reseated my block it's the ek supremacy with a 420 and 280 rad cooling my 2 gtx 970's and cpu with an ek d5 pump
 
have you updated your bios also? The M7H is a good little overclocking board, so something isn't right
 
I had this problem on my i7 4770k and 1150 sniper board with h100i I had to put rubber o rings small and fat on bracket were screws go through so it would pull tighter to cpu the only way I found this out was yes they tighten up and nothing moves but when I took off cpu the paste looked funny and not spread well (the rice in middle going horizontal) went to tool box found 4 o rings and perfect now get full spread all across and good temps HOPE IT HELPS probably totally different problem but all ideas and problems we come across may not help you self but may help others and you probably all ready tried this

That's why I bought it but I seem to be hitting a wall at 4.5ghz @ 1.23v with temps in the late 60's to mid 70's in OCCT.

I have to raise the core all the way up to 1.345v to get a stable 4.6ghz with temps in the 90's but on my msi gaming 7 I was hitting 4.7 @ 1.280v so I'm absolutely mythed.
