i7 3930k Never goes to 100% Utilization

Hey guys so interesting development. I was reading the motherboard's manual and found a bit on a thing called "Slow Mode". So i thought, who would enable slow mode on a PC with 64 GB of ram which was made to process large amounts of data.

I was getting desprite, I open my case and this is what I see:

In the top left corner, just under the LED display, there's a switch which shows slow mode as being enabled.

I asked around and no knows anything about this.

So... should I turn it off?

If that is what I think it is then yes turn it off and reboot.

I think it is used for extreme benching with LN2 to stop the CPU from crashing as the temp changes.
