GTX 550 ti bottlenecked?

Just the other day my friend bought a PNY GTX 550 ti to replace his dead 9800GT. However he can't play games any better than his old 9800GT. He also can't play near the OPS (optimal playable settings) that the Geforce site recommends for BF3 players that use the 550ti. I was thinking maybe there is a bottleneck as his CPU. I forgot the exact model of his CPU but its a Viiv Core 2 Quad which I suspect is in the Q8xxx series. I would gladly appreciate it if anyone could tell me whether or not the CPU in bottle-necking or if the 9800GT and the 550ti are just similar cards.

without more details we cant help ya. we need all info you can provide like cpu (not suspected but actual) should be enough info going into the sys tab and seeing. mobo ram amount speed any oc and the likes
