Gigabyte UD5H CPU stuck in turbo

Hey guys,
So I have had a new build for just over 6 months now. I had nothing but trouble with my ASUS board (after 2 replacements, still faulty USBs) I have now sold my replacement and got a UD5H-WB-WiFi.
I love it to death already but the only issues is this:
The CPU (i7 2600k)frequency is always 3.8Ghz and it never under-clocks to 1.6 at idle or 3.4 when not turboing. I've had a play in the bios and as I'm not used to Gigabytes UEFI I'm having a hard time. But to me all of the settings look correct.
Does anyone know what the issue could be? The only thing i've done is turn virtualization on, change the hard drive order and changed my memory frequency to 1600Mhz.
