I would imagine it could be done if you used Mac OS X on your PC as the primary OS because that's what allows the fast switching. A Windows based machine doesn't have the capability, a Linux machine might since something could be coded up for it.
 
After doing the proper research on how he was able to do this, it's actually quite easy and amazing all at the same time :)

There's a program in the works called Parallels which is a multiple OS emulator for Mac which can emulate nearly any OS that runs on Intel based hardware.

Now the guy in this video paired up Parallels with another program called Virtue. Virtue is a Mac OS X desktop manager which allows you to do the 3D screen switching as shown. So, open up 3 new desktops with Virtue, then load up your different OS's in the other desktops via Parallels and switch away! Such a badass idea. Can't wait to get this working!

I will definately write up a review of this! It definately seems necessary :)

I could also possibly do write-up a walk through tutorial on how to set everything up.
 
After doing a bit of research, the driver support and speed of Windows is severely compromised in Parallels as it's emulated and not running on the physical hardware.

I think I'm going to stick to BootCamp so that I can play all of my favorite games. So far I've seen videos of people playing CSS, FEAR, DOD:S, and Doom 3 on theyre MacBooks and MacBook Pro's and they all run silky smooth.
