only way I know you can do that is with software based solutions, like on ASUS motherboards, and the Corsair Link
All other add in fan controlers either are manually set, I don't care for these because I turn them down and forget or just to lazy to turn them up again.(best for silence/not automatic)
Some have speed control that tap into your CPU fan header, and you manually set an offset from its speed, these are good because they raise and lower the speed acording to CPU load.(best balance)
others have temp sensors that run at a set point until a set tempature than go 100%. they are alittle fiddly to set up, and make annoying fan ramping up and down noise. My 2 favorite ones out like this are the Scythe Kaze Server, and the lamptron touch.(most flexable/needs the most work to set up)
The Kaze Server has 3 modes: manual mode where you set the speed with the dial, Auto mode(silence) were it keeps the fans off until you reach a tempature above what you set, than the fans ramp up until it is back below that temp than the fans go off again, and SEMI-AUTO mode(balanced) where you set the minimum RPM of the fan and the tempature at which the fan ramps up to 100%
The lampton touch has manual mode and the semi-auto mode, but with fan speed reducers in the cables you can get the same effect as AUTO mode.
