Does the articling show from the very first moment you get video output or only from when windows starts up?
If this starts happening right after you get a display output then you will probably need to RMA your gpu as i guess there are cracks in solder connecting the memory chips to the pcb. Before doing that try out cleaning drivers first http://forum.overclock3d.net/showthread.php?t=65825. dicehunter needs to fix the link for AMD tutorial, but if you follow the nvidia one it is similar

If it starts happening during windows start up or after windows boots, there may be a chance that it is a driver problem, in this case follow this tutorial (its simialr with AMD).: dicehunter needs to fix the link for AMD tutorial, but if you follow the nvidia one it is similar

I also suggest you to try and run a linux based OS such as ubuntu from a live cd/usb and see if artifacting still presists

It may also be a problem with your psu but i daubt it as it is a sufficient good quality corsair psu

Your cpu and motherboard temperature readings seem a bit low. What software did you use to get temperature readings?

As Rambo said, they are very low, mine just switching it on runs at 25°c, now it idling at 29°c and the room temp is about 18°c

Thanks for the help @ YouWhat & RamboOC.
I spent 6 solid hours trying to get things working. So far I still get distorted colors now and then but I fixed my issue following the guide and then using a laptop's CD Drive to read the Driver Disk and pass over the files on a PDrive over to the main PC. I still encountered some problems during the install of it about two more times then I saw the option to auto-run. The screen went black for a while but then It got back to working conditions. Thank you for being willing to share advice and a method which actually helped!

I am overall not fully satisfied with the FPS on the games I ran benchmarks.
Tomb raider ran at 22 - 28 FPS @ 1080p. The screen still takes a few tries to boot up so I'm not done looking for a solid solution.

Asus twin frozer II R9 290?? Doesnt exist. Now you havent actually answered any of the questions that RamboOC asked you and from my understanding "Puerto Rico" does not get anything near these kind of ambient temps, so if you wouldnt mind, please tell us what cooling you are using and exactly when the problem occurs.

22 - 28 FPS @ 1080p is not possible for a 290 unless you screwed up
