I recently overclocked my 3770k just to see what it could do, then decided to return it to defaults. So I reset with the cmos button. When I checked the speed using CPU-Z it said 4523.88 (which seems high for stock). Using TurboV it says 1608.3. Why do these values not match? Does CPU-Z not detect stepping? Why so high?

It's probably TurboV not detecting the stepping. Anything remotely CPU intensive will cause the CPU to step up to the max OC set in the BIOS and CPU-Z will show that. The CMOS reset probably didn't work. Go back into the BIOS and re-check your settings. There is a reset to default option in the BIOS you can try if the CMOS reset is not working.
