CPU Slower after SSD upgrade

I recently upgraded my PC from a single 1tb HDD, to 2 1tb HDDs and 2 120gb SSDs. I formatted everything and done a fresh install of windows on 1 of the SSDs, and now my PC cant seem to multitask as well as before, eg My fps has halved and most games, my CPU often reaches 100%, i used to be able to run a game and have a video/stream running along with it but now this is impossible, when I open more than about 5 tabs it lags regardless of the browser.

My WEI has dropped to 5.8 from around 7 for the processor, don't know if this is relevant though.

I have tried doing another fresh install of windows, updating all drivers and nothing seems to help.

My pc specs:
Intel i5 2500k
MSI Z77A-G43
8GB Exceleram 1600
XFX DD 7950 3GB
2 x Kingston 120gb SSD
1 x 1tb Seagate Barracuda sata3
1 x 1tb Toshiba sata3
750W XFX Pro XXX Edition 80PLUS Bronze Modular PSU


Does anyone have any suggestions to fixing these issues?

Check to see if they are in AHCI mode... Update windows to SP1 at a minimum. Also if updating your GPU drivers hasn't made any difference and they were old drivers in the first place... then you probably did it wrong.
 
They are in AHCI mode and the GPU drivers where already up to date, and I'm on windows 7 SP1
