Computer always booting in windows repair

So I am typing this up at work because I cannot figure this issue out without just re-installing Windows. It is a Windows 7 NETBOOK so no disk drive etc. I am currently working on this maching for about 3 hours for a client, and I can't even access the BIOS. The computer boots into repair mode every time you turn it on. I may feel stupid when it is a fix that I just over looked or will I need to just reinstall Windows.

repair mode is a windows thing, weird you can't enter the Bios

are you sure you are using the correct key(s) to enter the bios ?
 
let it repair itself and see what happens next (assuming you havent yet) if not tell them to get a real laptop

We let it repair. I managed to get into the BIOS just so I could boot from another source. We are going to re-install windows.
