my experience of the new chilly1 block over the old one is that the new one seems to give lower dT from the cpu to the block. on lower power stuff (think gfx cards) the difference isnt that much but the new one is much better on dual cores or high output single cores.
for guides go and look on xs as there is almost everything you need to know on there.
for refrigerants in the uk atm all the licnensing etc is voluntry but the law is being tightened up so from june 2006 onwards no one without the recognised certificate will be able to handle anything ozone depleting and sometime in 2007 this will be applied to all refrigerants using florine.
