So this is basically chips for washing machines etc as they are lower nodes, still it makes the other fabs demand much lower so not a bad thing at all.

It definitely is a good thing. And as stated in article it'll help grow the necessary supply chain, expertise required for staffing, and investments into all these things to allow further plants to be made that are more bleeding edge.
