I can't find what is bottlenecking my system. For example in Unigine heaven benchmark on extreme preset my GPU usage for most part stays below 80%. I used to think that it's the CPU that is bottlenecking, but when i look in task manager my CPU is at only about 80% of usage. I tried overclocking cpu, but I still get low gpu usaget. The next thing that could be bottlenecking is my ram running in dual channel 1333mhz 9-9-9-24 1t, however i overclocked it to 1600mhz 9-9-9-24 and i still get low GPU usage. What could be the bottleneck? i'm stuck! it happens both in games (vsync off) and benchmarks. This is really annoying because i have a good GPU silicon that i want to bench and post it on hwbot

Look at your task manager screen cap your cpu is hiting 100% then jumping all over the place....
Unigine heaven benchmark whont even use 10-15% on a faster cpu's there are 5 year old cpu's that are better than the A6.
The A6 is more suited to a laptop or low power htpc box than a gameing cpu.
I'd suggest picking up a AMD Athlon X4 760k (there real cheap) if you whant to stay on the FM2 platform.

so why is the cpu usage staying below 100%?

80% CPU usuage in a non-physics benchmark is very bad... most will hover around 30%-60%.

EDIT : It does sound like you are bottlenecked quite badly... try and OC the cpu as much as you can, then find overall GPU usage across your entire bench. Not only should the scores be higher but your GPU usage should be too.
 
Unfortunately you are not going to be able to compete with other GTX 570 users on HWBot simply because the CPU is very weak compared to most on the market. My Phenom II X4 was more powerful than your CPU and even with that I couldn't get close to the same benchmark scores as other people who were using i7s and i5s (most results).

Benchmarking wise the only way to compete would be to get a 4770K and overclock it as far as it can go. This is a pretty expensive purchase for some benchmark scores. On a side note, take a look at my profile on HWBot and you will see that I recently uploaded some GTX 570 results of my own. Even though the card is at 1GHz+ and I have my 4770K @4.6GHz, I still can't get close to the top with some benchmarks.
 
Your APU could be upgraded to an A10 APU and you should get quite a big boost in scores if you will only stay on FM2.

I however would go with an 8320 and an AM3+ 990FX board if you want to stay on the AMD side.
