No it isn't but if you think someone consciously made a decision to ship a game with that in, I'd question the reality of it. Despite what the general population might think, writing and testing games that are getting increasingly complex is hard. As a game developer I can understand it, as a consumer I can also appreciate why people get annoyed, however, what I don't like is people jumping to conclusions or just assuming they know why. Not targeted specifically at you, what you said was nothing compared to what some deluded people come out with.
