Any advice before I buy my new screen?

Well, I just built my new pc and the only thing that remains from the older is the screen.

I've been using a 24inch Sony bravia tv for last 5 years and its time to change it for a gaming/all purpose panel, but im bit lost.

First of all, Im gonna play a lot of videogames, watch some movies and do some artwork, but nothing serious with this last one.

I thinking about higher resolution than 1080, but Ive never seen a 1440 or 4k pc monitor, so I cant tell if its really worth for me...

Right now I have in my sight the EIZO FG2421 and I think its a really good option, but wonder if there are betters out there (for less than 400€) like those DELL screens everyone is talking me about, or if its recomended going above 1080, because having a 980ti for that resolution its overwhelming.

What do you think about it?

At 28" I don't personally think 4k is worth considering, it will make your graphics card feel a little inadequate and as larger panels are definitely over budget i'd rule it out.

25" or 27" 1440p panels however are awesome, it's a noticeable visual improvement over 1080p while not being so dense it causes any scaling issues. The Dell U2515 or U2715 would be my choice. It does depend on the nature of the games you play and personal preference though as to whether a higher refresh rate or resolution would benefit you more. A 980Ti would be well suited to either.

About the games I play, well, im bit competitive but not like old times. Im playing AAA titles like Witcher 3, crysis 3, project cars, also playing Star Citizen, some BF4, path of exile..... All kind of games (FPS, RTS, RPG...)

Should I be worried about refresh rate? I mean, in 1080p Its basic for me a 120+hz panel, but in 1440p price increases a lot with this feature.
Will any screen fit my 400€ with decent response time and non TN pannel?

I use the Asus Swift a 1440p 1ms 144hz Gsync and I gotta say totally awesome I have been lucky with mine but some here haven't but if you can get it or something similar from Acer or Benq they are a noticeable improvement over 1080p
 
Finally I think Im going to buy a Dell U2515H 1440p 60hz and here's why.

I know, 60hz "sucks" for many people, but considering that the higher resolution will result in lower fps, I think 60hz is what I need for fluid 60fps at 1440p.
And it fits my budget of 400€ :D so thats it.
