Android Device Manager And Google Play Not Finding my Phone?

I am on Blisspop 5.1.1 for the OnePlus One and for some reason my device is not showing on "Android Device Manager" or on "Google Play" on the desktop. Despite logged in on my OnePlus and all settings are turned on for Google Play and Device Manager. I have checked all of these and signed in. Can you guys help me please.
