AFAIK since 16bit math is much less accurate than 32bit, it really limits what you can use it for
Here I am waiting for someone to invent a 128-bit CPU architecture and what do AMD do? They try to find ways to migrate 32-bit computations to 16-bit ones. 
Jokes aside this will really help the devs to gain every last bit of performance from the hardware especially in cases where you don't need a precise computation but instead fast computation of vast amounts of data.
