AMD Phenom II X4 955 C3 oc help

I'm trying to OC my Phenom II X4, and I can't seem to get past 3.7 GHz(tried 1.45v). Could I have "hit the wall" this early? Or is it my cheap mobo that's preventing me from going further?
 
3.7 is more than enough, it's an old CPU.

i've had the 965 and now using 970BE which will OC to 4ghz stable. ?

You have to over-volt the CPU though so I don't like doing that.
 
18Amps per rail, what size PSU you using?

It's more than likely you motherboard doesn't have enough options. You need to alter more than just the CPU voltage, and if your motherboard doesn't give you those options then you can't stabilize your overclock.

EDIT: just checked your profile as you are using intergrated graphics your PSU is fine so will not be the PSU.

What should I do to stabilize my OC? It's largely for F@H, not epeen. I got it chugging along at 3.8GHz, without changing any other setting. Even though I'm using an IGP, I'm getting a new PSU soon, mine ought to die sooner or later. It's like 7 years old. I can indeed change HT Link Speed (maybe, SMP folding and don't wanna stop), or CPU NB speed, not sure which. Oh yeah, it's not the oldest P2 around, it's a C3. 4GHz should be doable. People were getting 3.7-3.8 on the C2 revision.
 
I can change both the HT Link and the CPU NB speed, but the BIOS "unlocks" options only when I increase the CPU NB speed first. I'm running the same unit (6894) again. Hope it works this time. Not too warm (49-50 ºC), but I won't push it.
