I wonder if Nvidia will release a driver level feature to counter this like they did with Smooth Motion

Depends on how Smooth Motion compares to AFMF 3. If both are comparable, Nvidia doesn't need to react.

Do wonder what AMD will deliver that justified the 3 naming. Is it just AI?
 
As hinted in the article it's probably the newest version paired with the upcoming Redstone update. So whatever models and algorithms they updated or improved will be carried over to the whole suite of products. Which means more AI without a doubt.
