I believe you need to perform the 1st step of the install bud:

Send an empty email (no subject, no body) to license@wiforums.net from the email address associated with the PayPal account used to purchase your WiForums license. Within 5 minutes you will receive an email with attachment from license@wiforums.net. Copy the attached file to your wiforums directory.
