2 Questions, TV HDMI and Monitor Buzz

hi all, im back, my pc broke so i havn't been around really at all.
i have two problems... well... i have three, but two of them are related to displays, so i am posting them here.
first questions:
with my new PC i built, i decided, as my test is next to my TV, i bought a long HDMI cable so that i can have it go from my GPU to my TV when i just want to sit back and watch YouTube or whatever, but is there a way i can make it so that when the TV is off, it isn't detected as a display, due to windows 8, i get my mouse lost over there sometimes.
second question, as my PC was broken, and my brother came back to stay over Christmas, he borrowed my monitor.
when i got it back, as he had to move it upstairs, now, when i turn my pc off, after i don't know how long, but the monitor goes into standby, and its fine, for some time, but when i woke up this morning, i heard it buzzing, this isnt the first time, i heard it buzzing when it was in my brothers room and it was on standby and he had gone out. do you have any idea what it is or how to fix it?

I can answer your first question but not your second question when you turn the 2nd monitor/tv off hit the windows key+p and chose to duplicate the display, this might not be ideal for gaming but it will stop the mouse from running away. you could jsut unplug it when its not in use or just use 2 displays?
 
With the monitor buzzing, make sure the power cable is 100% in the plug on both ends. If that doesn't work then try another cable. I had it with one of mine and changing the cable fixed it :)
