Shenmue I & II will be locked to 30FPS on all platforms

Porting old games to PC isn't easy. Compromises have to be made.

Some clever clogs will be along with a mod that enables 60FPS shortly after release

Enables yes....but at what cost? Will they simply enable 60FPS and then have the physics and other motions that are bound to the FPS limiter be all wonky? Probably...we've seen this before!

However if the modders do it right and don't have any of that happen then I'll be wondering how the devs didn't do it to start with (this likely won't happen as modders tend to not have the time/effort/manpower to fix those type of issues whereas devs have more time for that).

It has to be something with how objects or movements / cutscenes / etc are bound to the FPS cap. There is a reason they are saying it can't be done. As to what that reason is...we don't know. Could be a simple lack of time before release.
