Sony has kinda toyed with hardware "emulation" a little, they did include the PS2's Emotion engine chip in original PS3 models but that was very short lived not even making it to the 80GB fat PS3. Meanwhile their custom servers for PS Now are basically 1U single motherboard racks with 8 PS3's worth of processing hardware on them, though it's unlikely they modified the Cell chip or RSX GPU.

Another reason they haven't die shrunk any hardware for any of these projects probably has to do with the fact PS2's Emotion engine was a 15W chip from the off anyway, while the PS3's Cell CPU and RSX GPU had 45 and 40nm shrinks in its lifetime already that brought the consumption down a lot from the 90nm originals.
