When speaking to other members of the tech press, when answering questions regarding AMD's plans for ray tracing, Lisa Su commented that gamers would "hear more about our (AMD's) plans as we go through the year", suggesting that AMD will have DXR (DirectX Raytracing) compatible hardware sooner than expected.

I think we only have Vega 7 because of greedvidia pushed the prices up to the point that AMD could actually release it. The other GPU launches I feel were scheduled for launch already and AMD will have been holding vega because the costs of production meant it was not viable as a product until rtx price made it viable.
Given Vega7's launch I think we can assume a 64CU/+ variant of Navi isn't coming till 2020 at least and the first cards using the architecture will be Polaris replacement.
