W7 running slower? Well tbf i guess the Laptop is literally running the barebone system requirements. Also the laptop is very very low spec so really shouldn't expect much out of it from any MS OS.
One way to increase the speed if possible is to upgrade the ram/CPU(if not soldered)/ and HDD to something much faster.
Considering the customer only has 1Gb of ram. He/she may want to spend some money to upgrade to about 4GB(no higher as 32bit OS won't read it) and increase the HDD speed/cache.
Everyone is getting rid of XP machines due to the support running out on the 16th of April. Don't put XP on it.
Have you tryed windows 7 starter?

Adding ram will help in speed yes. W7 requires a slightly higher spec but overall it does perform better do to enhancements in software and such.
I would recommend getting a newer laptop though. Though its up to the user.

Adding ram will help multitasking and prevent from slowing down and such. Won't necessarily speed it up. A faster HDD will make a big difference or a SSD(even bigger).
If you can upgrade the CPU then it may be very hard to find a compatible CPU let alone get a hold of one. So probably not worth the hassle and at that point mine as well get a new laptop(as you said out of the question, but just saying) and get far better performance and such.
A ram/drive upgrade will help with multitasking and load times though if that is what the user wants.
