XMS3 1600 showing up as 669

So i check my CPU-z and my new Corsair XMS3 showing up as 668 (so 1333 roughly) and 9.9.9.24 (when running RAM intensive programs such as Sony Vegas or Windows media player.) when it should be 1600 / 9.9.9.24

Why?

and when i go into my BIOS for my Crosshair Formula III i force 1600mhz (no voltage change) and it does show roughly 800mhz (1600mhz) in CPU-z but my timings change to 11.11.11.29, WTF!

Corsair advertised my RAM at 1600mhz and 9.9.9.24, why am i only getting 1333 / 9.9.9.24 and at 1600mhz i get 11.11.11.29?

Also i know its not my Crosshair Formula III because my msi 890fxa-gd65 shows, and does the same thing WITH a different set of XMS3's.
 
You need to force set the 1600 MHz and force set the timings as well, you'll probably find the timings are on auto.
